Matthew 16:19

[19]And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven. 

Luke 10:19

[19]Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy: and nothing shall by any means hurt you. 

You exercise authority over people because it was given. That is to say you can't exercise authority over anybody except it was given to you. For instance the managing director of a firm will exercise authority over his subordinate because it was given to him/her. He exercise this authority to anybody in the firm because he knows in the organigram of the firm he/she is in the highest position of authority. He have the power to sack, demote, promote etc. 

Every believer have authority over the devil and his agent; authority to bind and loose(Matthew18:18), power over sapent, scorpion and over powers of the enemies; authority over demons and evil spirit;  authority to allow and disallowe.

Exercising your authority as believer makes the devils to know you are aware you have power over them. Believers also have authority to open the heaven(Matthew16:19). Children of God have the authority to open the heaven and receive from God (Matthew16:19,Philippians4:19). Jesus is the authority, the key, the only way through which you can come to our heavenly Father.

Prayer point:

Dear Lord thank you for this authority you gave to me. I charge every powers of the enemies fighting me not to exercise my Authority in Christ Jesus fully to stop there operation now. In the mighty name of Jesus. I receive grace from our Lord Jesus to exercise my Authority fully. Amen.
